KEY CRITERIA SECTOR WORKING & STEERING GROUPS PADDINGTON DIVISION: HYDE PARK-BAYSWATER SECTOR

 

Policing is enhanced across our community through respect and tolerance of diversity of opinion and lifestyle. Our Sector Working Group [SWG] supports this. For true success, it matters what our goals are. And it matters to us how we go about attaining them. The means are as important as the ends. How we get there is as important to our SWG as where we go.

 

1        Working We will work in partnership with the police, and will consulting all sections of the community including Ôhard to reachÕ reachÕ groups.

 

to work together Our objective will be to reduce crime and disorder and to increase public safety and harmony locally in our part of Paddington.

 

The matters addressed by the local Paddington and Westminster Community Safety Strategy [CSS] shall constitute the Sector Working GroupÕs [SWG] remit.  All aspects of the Strategy, which are Police led, shall be legitimate subjects for discussion at SWG meetings and subsequent activity. All views and opinions will be considered in a spirit of mutual tolerance and respect, so long as they conform to the principles set out in this document.

 

2        Our SWGSWG aims to establish an inclusive membership, and ensure that it is representative of ALL communities resident in our part of Paddington. These are fully listed in the SWG promotional literature and include all resident, visitor and business based communities.

 

The following may be invited to attend our SWG meetings in order to answer any points raised regarding the CSS which are not necessarily police led: -

 

á         a local Ward Councillor:

á         The appointed ÔSector BuddyÕ from WCCWestminster City Council.

á         British Transport Police and Royal Parks Constabulary.

á         a member from the local Health and Safety Executive,

á         Probation Service

á         other local emergency services.

 

                                          

3        Our SWGSWG will endeavour to ensure that the percentage of Ôhard to reachÕ groups is a fair representative sampleare fairly represented in all our meetings and activities.

4        The Police will maintain facilities for the benefit of the SWGSWG at leastcomprising:

 

[a] a comprehensive and correct community contacts database

 

[b] the provision of rather than compile detailed SWG meeting minutes, a brief action list will be produced

 

[c] a dedicated sector answering phone andtelephone answering and mail forwarding system in order to ensure that calls and correspondence are responded to or passed on to the Chair.

 

[d] administrative support for the smooth running of SWGSWG meetings.  (NB this does not include personnel)

 

[e] a list of any policing concerns raised by members of the community , and tofor regular (monthly) discussion discuss same      at a monthly meeting between Chair and the Sector Inspector. This, in order to agree whether such issues require being included on the subsequent SWG agenda for discussion at SWGSWG or SSGSECTOR STEERING GROUP meetings. [see also {5} below]

 

[f] arrangements for all new SWG members to receive a copy of this document, and any SWGSWG promotional leaflet. Also, for their contact names to be passed to Chair for a Ôletter of welcomeÕ to be sent.

 

[g] arrangements for that Chair to liaises on a quarterly basis with the Chief Inspector responsible for Paddington community partnership.

 

           

 

5        As local Portfolio holders may be elected to assist the Chair. The Chair according to need will allocate ÔPortfoliosÕ. They will be volunteers approved by the sector working groupSWG members.  For the period of the Community Safety Strategy [CSP - currently 3 years] these SWGSWG portfolio holders will form the SSGSECTOR STEERING GROUP (SSG) charged with the delivery of the local COMMUNITY SAFETY STRATEGY.  This forum of SWG representatives will act as a link between latter and The Crime and Disorder Executive Ð chief officers of the local police, Local Authority, Probation Service, Health and others including Westminster City Council and their Community Safety/Community Safety Co-ordinating Team.  Note: that whilst the latter Team is itself not a statutory body it monitors statutory processes and is a factor in our local police/community partnershipÕs implementation of the Crime and Disorder Act 1998.

 

6        Portfolio holders may be consulted by the Sector Inspector or Officers regarding any decisions,  shaped revised policy, police activity and service delivery of their consultations into local level of the CSPCOMMUNITY SAFETY STRATEGY.  A function of the SSG    Also, in order is to monitor and measure the priorities of the local COMMUNITY SAFETY STRATEGY and provide feedback to the SWG membership. The SSGSSG will oversee help to ensure that these locally identifiedCSP STRATEGY issues are agreed incorporated into the borough-wide strategy. The SSGSSG is will also be asked to contribute to the discussion and proposed implementation conceded at SWGSWG meetings on of any agreed and co-ordinated solutions to local problems.   The SSGSSG has a major responsibility for ensuring that the delivery of the Community Safety Strategy remains relevant to local problems.

  

 

 

                                                   

 

 

7        The police and portfolio holders will The SWGSWG and SSGSECTOR STEERING GROUP will work with the police to foster a healthy pro-active working relationship to achieve overall objectives as describedt above.  Portfolio members will be accountable at meetings to the SWGSWG and the Chair. Where approved jointly with police they may undertake initiatives, projects, and visible audits. Their primary function will be to monitor progress of the local element of the CSS and raise crime concerns on behalf of the SWG.  Police will also demonstrate effective contribution to consultation with the SWGSWG through the Chair.

 

8        The Chair of the SWGSWG shall be a community member. Only in exceptional circumstances can the Chair be a representative from the police. The chair should shall be remain in office for the period of the CSPCOMMUNITY SAFETY STRATEGY Ð currently three years, and then present be eligible themselves for re-election, along with all portfolio members. The Chair and portfolio holders will also elect a Deputy Chair at the end of this period, however if that position becomes vacant during a term of office a Deputy chair can be appointed solely by Chair with agreement by Sector police team and outgoing Deputy Chair.  The Chair of the SSGSECTOR STEERING GROUP shall be agreed by the portfolio holders.

 

9        Meetings of SWGSWG and SSG should be held at least four times a year. Meetings will be staggered to accommodate the varied habits customs of all sections of community: at venues that are accessible to members with disabilities and easy to travel to in our area.:  Meetings will be held on mid-week evenings (Tues/Wed/Thurs) and on dates, which do not coincide with religious celebrationfestivals, Bank or school holidays. Meetings should commence latest no later than 7pm. The SSGSECTOR STEERING GROUP will meet a minimum of twice a year either at Paddington Green police station, or at the venue prior to the SWG meetings.  They can also convene if police officer responsible for sector, Cchair, WCCand WESTMINSTER CITY COUNCIL Community Safety Team/Community Safety Co-ordinating Team representatives deem it necessary.

 

 

10    The SWGSWG meeting Agenda throughout the year will be agreed between police and Chair who will be responsible for raising issues on behalf of the SSG and the wider SWGSWG membership.    In addition to [11] below, meetings will have an input from the Sector Inspector or the Paddington police officer responsible for the sector, and any attending member of the Senior Management Team.   [SMT].  Police inputs will include recommending, reviewing and reporting current policing activity, concerns and operations requiring community input, information, assistance and knowledge.  Q & AA Question and Answer session and an open forum will be encouraged in order that police learn are made aware of from other agencies/groups/representatives present regarding local issues of concern, and, together, agree and co-ordinate effective solutions. to such local problems

 

11    SWGSWG meetings will address as above stated local priorities causing crime and disorder concerns, and where police and community working together can produce results. Also, those issues where crime reduction can be achieved through improving the quality of life, limiting anti-social behaviour, promoting environmental safety and addressing those categories agreed to measures recommended in the local and borough-wide CSPCOMMUNITY SAFETY STRATEGY.  When relevant to this, Each meeting will also attemptefforts will also be made to have a guest speaker addressing the above issues.

13    Rather than compile detailed minutes, a brief action list will be adopted and produced by police. This list will highlight what was agreed at SWGSWG/SSGSECTOR STEERING GROUP meetings and who was responsible for its action and outcome. This Òmaking it happen Ò list will be used as a performance measurement of the success of the SWGSWG and the local CSPCOMMUNITY SAFETY STRATEGY with the aim for of continuous improvement.   The list will be approved between by police and Chair.   The SWGSWG will be fed back outcome at their subsequent meeting, gather response from members and evaluate progress.

Our work must be productive and produce results, and meetings should be both enjoyable and fulfilling. It is important that we all work together to ensure our diverse community wants to contribute towards reducing crime and disorder, promoting harmony and an improved quality of life across our sector in Paddington.
